Fire and Arson Investigation: Integrating Cell Phone Technology into the Prosecution Process

This class was specially designed to assist arson investigators with combining conventional fire scene analysis with cellular records and mapping. Detectives, SIU personnel and fire marshals have been using conventional arson investigation procedures for many years. But few have been trained or have experience combining those methods with items like Cell Pattern analysis and BTS mapping. This class was designed to educate the attendee on the many benefits of combining the two different types of evidence to make the case even stronger.

A competent search of a fire scene demands an understanding of basic procedures, and appreciation of the "Why" of certain actions, and close attention to detail in carrying them out. This training deals with the considerations, guidelines, and procedures that will help avoid an oversight, insure thoroughness of the search, and to comply with both legal and scientific requirements that always bear on the use of physical evidence. The class will begin by covering the proper producers for evidence collection on scene following the fire. Some of the topics will include securing the fire scene, identifying potential physical evidence, fire evidence collection methods, tool markings, and more. The training will then shift to evidence not collected at scene, specifically the cellular records of the suspect. Many investigators are aware that the cellular records are available. But few truly understand how much information is available. Topics will include what types of data is available from the 5 major providers, identifying the true provider for MVNO (prepaid "burner" phones), call patterns, mapping BTS locations, determining rangers, and even data such as Nelos / PCMD / RTT. Each attendee will be familiarized with the records from specific Wireless Service Providers, and examples of patterns and how they can be used to assist with the arson investigations. Finally, the class will map various different sets of records using different software and prepare a work product for use in the investigation and ultimately any legal proceedings.

The Five Stages of Successful Interview Technique training module will provide knowledge in how to conduct interviews following a structured interview approach. This process will teach the attendees how to learn better listening skills which in turn will result in obtaining more relevant information. Five Stages of Successful Interview Technique has been used to conduct professional structured interviews for over 30 years. Dan Sosnowski actively conducts real life interviews. He conducts interviews for both law enforcement agencies and criminal defense attorneys which provides a unique insight to the world of interviewing. The information taught in the Five Stages of Successful Interview Technique Technique will demonstrate the importance of having patience and learning how to listen to the subject. The attendees will be taught how to obtain information, statements and confessions which will withstand a court challenge. During the course of instruction, videos of Dan's personally conducted interviews will be used for training exercises. It should be noted that since these training tapes are real life situations, some of the material will be sensitive in nature.
